hi everyone,
being a novice, had a desktop assembled to my expectations before 3 years with the help of this forum and it's members. Thank you one and all.

I presently have;

AMD ATHLON 2 X4 635
GIGABYTE 880GM-UD2H
CORSAIR 2×2GB 1060 mhz
XFX RADEON HD 5770
COOLER MASTER ELITE 360 micro atx htpc
DELL U2311H FULL HD
WD CAVIAR GREEN 500GB
CORSAIR VX450
LG OPTICAL COMBO DVD DRIVE.

I wanted to upgrade my cpu, mainboard and RAM and get SSD , bcoz I need a more silent, updated and efficient system as it is also used as HTPC.

1. What is the purpose of the computer? What all applications and
games are you going to run? (Stupid answers like 'gaming' or
'office work' will not work. Be exact. Which games? Which
applications? Avoid the word 'et cetera.')
Ans: only browsing, watching HD movies, occasional Games like call of duty, age of empires for me. But my wife does image processing works with MATLAB etc.i don't know about those things.

2. What is your overall budget? If you can extend a bit for a more
balanced configuration, then mention this too.
Ans:20000. Can extend another 2000.

3. Planning to overclock?
Ans:not at all.

4. Which Operating System are you planning to use?
Ans:windows 7 64 bit. Pl suggest whether to get windows 8 or NO.

5. How much hard drive space is needed?
Ans: already have one. But I need a SSD for OS. I want to use both.

6. Do you want to buy a monitor? If yes, please mention which
screen size and resolution do you want. If you already have a
monitor and want to reuse it, again mention the size and
resolution of monitor you have.
Ans:no,I already have dell u2311h, 1920×1080.

7. Which components you DON'T want to buy or which
components you already have and plan on reusing?
Ans:monitor, keyboard, cabinet, HDD,PSU, GPU.
But RAM only if it is compatible and ok to keep.

8. When are you planning to buy the system?
Ans:in 2 weeks

9. Have you ever built a desktop before or will this be done by an
assembler?
Ans:no, assembler.

10. Where do you live? Are you buying locally? Are you open to
buying stuff from online shops if you don't get locally?
Ans:in erode, tamilnadu. Can buy locally, also open for online shopping.

11. Anything else which you would like to say?
Ans:please suggest should I change RAM or keep the old.
I need a SSD for os.128 or 180 gb? It has to be within budget.
my priority is less noisy rig as much possible, so more interested in intel config.

Thanks.

There is no such thing as noisy RIG as far as AMD or Intel is concerned. I bought an Intel 3570k RIG in 2012 and AMD FX 8320 RIG in 2013, both are not noisy.

Asus M5A97 R2.0 -7100
AMD FX 6300 -7000
Corsair Vengeance 4GB 1600MHz -2500
Samsung 840 128GB SSD -6500

TOTAL -23100.

I doubt stock cooler in my proccy produces noise. additionally I have fixed 2 80mm fans thinking of getting a cooler environment for proccy and gpu.

As of config is concerned, ok with ram, ssd. But will an 4th gen i3 processor be enough for HD movie playback, occasional gaming, image processing works?

And more importantly will my old proccy, mobo, ram fetch some price if I sell to same assembler? How much they will be worth?

For your old system, I think you can expect around 7 to 8K including CPU, motherboard and Ram, provided that they are in good shape.
4th Generation Core processors or Haswell series does have very minimal performance improvement (around 7% in average) over their Ivy Bridge counterparts, running at same speed. So you can expect comparable performance of i3 3220 from an 4th Gen i3 which is not yet released. And they are not going to be cheper, currently FX-6300 and i3 3220 are priced almost same. Now for HD playback and casual gaming, i3 might be okay but for intensive tasks like image processing and coming multi-core optimized games, I don't think it is recommended. Better opt for FX-6300 as suggested earlier.

I don't think you need a custom cooler right away you buy the Processor. FX 6 cores and 8 Cores come with a very good cooler and noise level is low unless you are firing a cpu intensive tasks which stresses all the available cores. In fact you can create custom fan profiles using the Motherboard's bundle software for brands like Gigabyte, Asus and other brands too. Use it and if you still fill it is noisy then get a custom cooler. And don't remove extra case fans.
