LG 22MP68VQ-P, AOC I2279VWHE, BENQ VZ2350HM, BENQ GW2406Z are good options in your budget with FHD (1920*1080) IPS panels and HDMI port. Try to take a demo of all of them before making a purchase decision. I know that LG one has 99% sRGB coverage (for better colour reproduction) but have no idea about the others. Make sure you don't buy a monitor with TN panel as they tend to have worst colour accuracy. VA panels are better than TN ones. As for variable refresh rate, since your GPU won't support that, you can skip out on freesync monitors and maybe save some money. Keep FHD as the target resolution.
