It can cut files without re-encoding, which is what I think you're looking for.

Ffmpeg is as simple as it gets, though I don't remember all the command line arguments.

I have used Avidemux for splitting videos without any conversion. It's free too.

I just use ffmpeg, but I have to look at the documentation whenever I have to do something out of the ordinary. I could craft you a command if you tell me, but losslesscut looks like a fine choice (FOSS, uses ffmpeg in the backend).

Losslesscut install includes the FFMPEG components and does not require you to use the commandline or anything. Did you try it out?

Try losslesscut dude, its a GUI wrapper for ffmpeg which should make it much easier.
