PCI problem in ASUS

I bought a ASUS A7V400-MX SE (AMD-sempron 2200+ @ 1500 mhz) mobo. When I connect PCI devices to it it is not starting. What could be the problem?

Have you tried inserting the PCI device in another slot?
What device is that you have there?
By "not starting " what exactly does happen? Does it get stuck at POST?
Could you give a few details please.

Yes I have tried all the slots with my Geforce mx 440 (PCI version) and intex modem(one at a time).

There is no post the monitor just refuses to start. No beep no error nothing. (I tried playing with some irq settings but with no effect)
