PC upgrade for Quad core 2.4

I wish to upgrade my existing pc with the following

1) P4 Quad core processor 2.4 ghz
2) Mercury extreme motherboard PIG41Z 1333
3) 2 GB 800 RAM
4) 500 GB Sata hdd
5) Samsung DVD rewriter
6) Creatie 5.1 ch speakers
7) 27 Inch viewsonic 2753 LED.

I would like to include a graphics card, audio card and a tv tuner with the current config. Also, I would like to add on 1 TB of HDD space, a new SMPS and a bigger and better cabinet.. Any suggestions with the current build so that it does not cause any driver conflicts. My budget is around 35,000.

Means that you have some other hardware and you want the configuration given in your post. :)
However, I'm assuming that you're having the mentioned config. It is pretty good config but if you want a good Graphics card then you have to get a good PSU.

Your Motherboard is a Hybrid Ram motherboard which does have both DDR2 (2 DDR2 slots) and DDR3 (two DDR3 slots) memory support although both can't work simultaneously. Better sell your existing 2 GB ram and get a 4 GB DDR3 ram which is cheaper than 2 GB DDR2 ram

Here is my suggestion:

Corsair Value Select 1333 MHz 4GB X 1 DDR3 @ 1.1K
Seasonic SSII12 620 PSU @ 4.7K
MSI Twin Frozer III/ Sapphire Dual Fan HD 7870 @ 22K

For TV tuner and audio cards let other members suggest. However, you will be needing two PCI slots for adding those two cards. But after checking your motherboard's layout I am sure after adding a dual slot card one near to the PCI-E X16 slot will be covered by the GPU and can't be used. So add either sound card or TV Tuner card. My suggestion is the TV Tuner card.

I was looking at the below parts to be included to my existing setup of P4 2.4 ghz.

1) Seasonic 520W Power Supply (S12II-520)
2) Antec One Hundred PC chassis
3) ZOTAC GTX560 Ti AMP Edition
4) Corsair Value Select 1333 MHz 4GB X 1 DDR3

Could you please suggest me in adding compatible low end 5.1 ch audio card
I would add the HDD later as I do not mind waiting for the prices to go down a bit.

I would like to add the TV tuner card and HDD later, but would like to know a compatible Audio card for my requirement.

Your motherboard does have 5.1 channel audio output and adding a low end 5.1 channel sound card won't increase any sound quality compared to the On-board sound card. And Core2Quad is not P4, P4 is already closed.

Regarding Gfx card, if you can't spend 22K then get HD 7850 around 15.5K (from all the major brands like Sapphire, HIS, Gigabyte) which is better performer, consumes lesser power and runs cooler compared to GTX 560 Ti.

HD 7850 and 4 GB of DDR3 RAM, FTW and your PC will be a great one. Then add NZXT Source 210 or spending more Corsair 300R, then some fans and GS600..

HD 7850 -17.5k (Going for better card)
Corsair ValueSelect 4GB DDR3 RAM -1.2k
Corsair 300R- 4.5k
Corsair GS600 (future upgradibility)- 4.3k
WD Caviar blue 500 GB- 4k or 3.2k in future
Fans 5 (Super Cooling)- 2.5k
iBall Claro USB (TV Tuner) - 1.5k (AS SUGGESTED ABOVE)
about 35k or 33.4k will set.
