Pc for monarch & video editing purpose

One of my friend's has a video editing mixing shop here and he want's to have a new pc for video editing purpose n he will use softwares like monarch,pinnacle..
Needs whole setup..
16gb ram is must n will want build from both amd/intel..

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Video editing,Monarch , Pinnacle, Heavy usage of Photoshop and various photo related apps, Vegas

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 80-85k

3. Planning to overclock?
Ans: NO

4. Which Operating System are you planning to use?
Ans: Windows 7.. Already have win 7 pro licensed version

5. How much hard drive space is needed?
Ans: 1-2TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes .. 22inch fhd

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Ups

8. When are you planning to buy the system?
Ans: Next month

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Will be built by me

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Bihar. Both locally and online

11. Anything else which you would like to say?
Ans: 16GB RAM
i7 3rd/4th gen or amd both preferred

Now I'll explain why I'm recommending this configuration:
1: The GPU is meant for workstation applications. It would perform much better in VFX or any form of CGI.
2: The CPU is a non-K variant since you specifically mentioned you aren't overclocking.
3: The motherboard is H87 because you won't need a Z87 unless you specifically own a K series processor capable of overclocking.
4: The monitor has a touchscreen which would make editing a tad easier.
