Best option for anybody at the budget mentioned by OP. :)
Very good suggestion!

I5 2400 + P8H61 M LX + CORSAIR Value Select 4 GB DDR3 = 14K

hmm, practically one can't pair 2400 with that low end H61 board. Enable turbo and it will boom.

Then buy at least Corsair CX430V2 @2.3K
If you have big graphics card upgrade in your mind like HD7850, HD6950 etc, buy Corsair GS600 @4.1K

+1 Get this, Period.

-1000

Please don't couple a high power consuming CPU with a cheap H61 based board. If the board says it supports i5, it's never really a good idea to put it in. H61 is meant only for low end Sandy Bridge Pentiums and Core i3 models, anything above it, an H67 is a must.

-------------

Moreover, you would need to buy a new Power Supply too. Get the Corsair cx430v2 for 2.4K or if you plan to upgrade to a mid-high end card like HD7850, you may change the PSU to a Corsair CX500 or Seasonic S12II 520W. IF you dont intend to overclock your card, then even the CX430V2 will work quite well with an HD7850 2GB :) But having a bit more headroom never hurts.
