1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Gaming PC, used to play Crysis, Assassin Creed series, Far Cry series, GTA series...etc.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans:50+

3. Planning to overclock?
Ans:Yes, but not initially.

4. Which Operating System are you planning to use?
Ans: Win 10 64 bit

5. How much hard drive space is needed?
Ans: NA

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: No, AOC 19' Inch.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans:HDD, Seasonic S12II 520w, AOC 19' inch monitor(will buy a new one in future), CPU case(Antec GX 700) and Fan.

8. When are you planning to buy the system?
Ans:7-10 days

9. Have you ever built a desktop before or will this be done by an assembler?
Ans:Have build, twice before.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Delhi, Mostly from Nehru Palace but could go for online if cheaper available.

11. Anything else which you would like to say?
Ans: Please suggest multiple alternative for motherboard as had to face availability issues last time, Also suggest if buying used Graphic Card and SSD will be good option to save money. I want CPU and MOBO to be future proof.

Why to spend more for R5 3600 when AMD is going to change the socket next year. OP said he wants future proof CPU and Mobo, since that isn't the case for current Ryzen mobos, better to settle for R5 2600 which was around 10k in cost2cost sheet shared recently here by a member. Later when he has enough budget, he can sell this combo and go for future proof AMD setup with new sockets.

There is no 100% future proof system.@op main usage is gaming & R5 3600 is good for this(if he hadn't mentioned future proof I would have suggested i5 9400f which costs the same & also performs the same in gaming & either of them are much better than 2600 for gaming) as it has 6 cores+12 threads.R5 3600 should easily last 3 years with any mid range graphics card & after that its resell value will still be higher than r5 2600.

Should i postpone this for couple of months as Ryzen 4000 series will be coming in early 2020 and might be with new socket??

Why suggest 3600 MHZ RAM when board won't support it?
What is difference between Aorus Elite and Aorus Pro?
How much is the difference in terms of performance between Ryzen 5 3500 & Ryzen 5 3600?
Please suggest alternative board in Asus & MSI as well.
I don't need Monitor & KB.

Stay away from MSI unless you know some employee personally from their After Sales Service office who will help you in claiming warranty. There's been bad reviews around for quite sometime and one forum member recently here also had really bad experience with them.

And I am sorry, I am not aware if the next immediate series will have new socket. I thought it was supposed to be mid 2020. Let's wait for other's advice on this.

If you go down this road then you will probably never be able to buy anything peacefully.

I already suggested a good config, because of MSI poor after sales support in India there are currently only 2 mobos worth buying below 10k: asrock b450 pro 4(currently out of stock, should come back in few weeks/month but no guarantee) & asus tuf b450m pro gaming. Ryzen 3500 has 6 cores 6 threads while ryzen 3600 has 6 cores 12 threads, the extra 6 threads of ryzen 3600 will come in handy for future games.

It's irony that best boards in market are from MSI but there is nothing good about their after sales service.

Is there a better motherboard option available if add 1000 -1500 RS??

Will this config good for 3 years, if new socket comes, which will come, I won't be able to upgrade that easily??

What change of socket will effect on gaming or computing??

AMD is pretty good when it comes to socket upgradability. They have finally shifted to AM4 socket after much time, unlike Intel who pretty much change every year and change a socket or two just so as to sell more motherboards(or whatever reason)/

No option other than two previously mentioned mobos.Above 10k it is better to directly jump to x570(gigabyte x570 gaming x for ~14.7k) else stick to those 2 mobos when not considering msi. The config I suggested should be good enough for 3 years & even if new socket comes you can always sell this config(it should still fetch a decent resell value) or stick with it for few more years as upgrade is only required if you feel that your graphics card at that time is being bottle-necked by ryzen 3600.

Buy Refurbished GPU from AliExpress is it ok??
Do not buy anything costing above 4-5k from aliexpress now(aka don't buy any card from aliexpress). You can buy from erodov/techenclave forum if looking for used pc parts.
