Please provide specs of your laptop.
You might be infected with a virus. Try running an updated antivirus scan. Try reduce number of program running via taskmanager. Also use Ccleaner to clean up your system. It helps get rid of unnecesary files.

So antivirus displays no error? Do defragment.
Also do a scan using this Online Antivirus: HouseCall - Free Online Virus Scan - Trend Micro USA

Try to auto-updates windows once. Let all the updates run once.

Ya I am also using Tune up and my laptops's shut down time is ok. It continuously gives you suggestions for optimizing shut down time. You should also try. If nothing happens, scan and lastly format.;-)
