Is Dev C++ OK for programming in c++

I have started programming recently and would like to know if its OK to program on Dev c++ ? I use windows for programming. I wanted to use ubuntu but the problem is that I don't have internet at home so its really hard for me to download and install packages. Please give your valuable input.

Dev C++ is good enough. I use it to test most of my programs in Windows.

Bloodshed Dev C++ is the best one out there use that

i use visual c++ express but dev c++ is easier to use!

Dev C++ is OKish but it hasn't had any development for over 8 years.
