I think the question says it all. Now if I want to make pages in, say, Kannada, how exactly do I go about it? Do I write in Kannada in between the html tags using a particular font?

^^Yep. You can use Baraha software to type in Kannada.

I've made a sample for you and here is the link- *www.box.net/shared/r65ddqx076

You're welcome :)
Make sure to use an HTML editor which supports such fonts. In my case, I typed in Word and saved it to a file with a .htm extension.

If you are using Dreamweaver, then it supports Unicode.
And many editors also does support UNICODE.

An online editor (type in English, it will get converted to Kannada), you can copy paste to any HTML editor. Supports Unicode.

Thanks
openSUSE users can install indic-fonts through YaST to view the above page properly.
