No. It won't. Most of the games became Indian region locked once they introduced INR in steam wallet.
BTW if your steam account was made in india then it might work. I am not sure.

if your steam account uses INR as currency means your region is set to india and you should be able to get the game, and should be able to play it, usually games bought from steam store can be played anywhere, i have seen games play locked on retail versions so far,
but if u want to be doubly sure , someone can check steamdb and confirm
