i suggest sticking to known brands like Sony,Samsung,lg etc.

Lesser known brands might offer larger tvs at huge discounts-but sites like amazon,fk are rife with complaints about their poor after-sales service-so avoid them if you can.

Here's one you may want to consider-its a no frills LED tv(32 inch-a bit larger than what you require),but i think it will suffice for your needs:

Samsung 80cm (32 inch) HD Ready LED TV 2018 Edition at Best Prices | Flipkart.com

found a 24 incher as well:

Samsung Series 4 59cm (24 inch) HD Ready LED TV Online at best Prices In India

HD ready is not recommended nowadays, even getting a good 1080p monitor(like LG) is better option(you can always connect speakers to set-top box). Btw VU nowadays is considered as quite good by many among budget brands.

For 20k, I'm willing to buy something from Xiaomi, Vu, etc as they offer much better value & those brands have been around for some time. Avoid really new brands like iFalcon, etc, I suppose. 720p in 2019 is seriously not worth getting when everything is moving towards 4K. There are good TVs under 25k these days, like the Vu mentioned earlier & Mi TV. Better get those.

When spending 50k or so, I'd prefer getting Samsung or LG for sure.

How is vu's after sales service in India? The 40 inch vu tv for only 20k looks rather tempting, more so as its a smart tv equipped with an Ips panel.

Friends this TV will be used solely for local cable tv viewing. So getting HD or higher resolution does not make a difference. Please suggest me 1 more thing. If I go for:
Samsung 80cm (32 inch) HD Ready LED TV 2018 Edition at Best Prices | Flipkart.com

should I get a stabilizer as I think my place is prone to power surges? If yes please suggest one.

Thank you.

Get V-guard & try to get it from local shops if possible.

You keep a TV for 5+ years at least. So 1080p is the way to go. There is already a lot of 4K content, so 720p is just not worth it now. Even internet prices are falling down. Who knows, maybe you will use it to watch movies via a USB or stream it or maybe all the cable channels get an upgrade in few years, most have been digitalized or maybe something liek Hotstar subscription will make more sense than cable one (like is the case in US where people don't use cable connection much). Better get one when your budget allows it.

Most TVs have some sort of stabilizer but if your area has a lot of fluctuations, better get an external one as well, preferably v-guard.

Most of the Full HD TV provide excellent scaling on 480p contents also.

No they don't. Madvr is generally considered as the best upscaler even better than many hardware upscalers & it needs at least a 1050Ti for good upscaling of 480p to 1080p with some good algorithms. Now think about the processing power in most HD TVs,forget 1050ti they won't even match a 1030. Of course video is a subjective matter & if you find upscaled 480p content on a 1080p TV good enough then good for you but it cannot be presented as a fact.

Friends my problem is I live in a very small town, without any facility of service center. If my TV goes kaput I will have to take it to a local technician with limited knowledge. Also I dont have any need for HD as this TV will be in my parents room solely for watching local cable. Please suggest something keeping this in mind.
