best freeware to convert videos into higher quality[hd]????
need to increase resolution of a video.....its pixealated,is it possible???

I am afraid to tell you, converting lower to higher resolution is just Impossible.
You can try it, and can use the freeware video converter such as Quick Media Converter.

And it may upscale it to higher resolution. But it can never "increase" the quality.
