Broken In
Cant think of an Intel config for this budget. But here's a reasonably ok AMD solution for photo editing :-

Phenom II x4 955 BE - 5.8k
MSI 880GM-E35 - 3.5k
NZXT Gamma - 2.1K
Coolermaster Hyper 212+ - 1.9K
MSI Sapphire 6670 HD - 5.2 k
Corsair XMS3 2*4GB DDR3 - 3k
FSP Saga 500 - 2K
Seagate 1TB 7200rpm - 2.3K
Mouse & Keyboard - 0.6K

This will leave you with around 4K. You'll need to add a couple of thousands and get a monitor like BENQ G2220HD. Anything extra you can put in the monitor. You might also like to go for Gigabyte 880GM-USB3 which will cost 1.5K more than the MSI one suggested above. Also you'll need to do some over clocking to get enough juice out of the processor for photo editing :)
