LG G1600, it is available in Nagpur for Rs.3850. This is CLASS 10, else the cheapest GPRS phone is SonyEricsson t290I at Rs 3300 or so.

i'm not sure if t290i is a class 10 gprs product. i think its a class 8 one (i'm not sure about it). but one thing i'm sure is that this doesn't support EDGE (none of the SE phones do at the moment).
nokia 3200 and 6020 will cost you under 7k wid bill and warranty at a nokia showroom (can't be more than that. thats the max they can cost). while nokia 6030 will cost max 6k. (i'm indicating relatice prices coz prices differ from region to region, so i'm not indicating the exact price for which it is availalbe here in bangalore).

t290i is Class 6 I think, that's why I wrote 'ELSE' .

Nokia 3230 is EDGE Class-5, which is faster than gprs class-10, but slower than edge class -10 (6630, 6680)

well, edge is not fully implemented here in india. i'd suggest get a cheap gprs class10 cellphone now and upgrade when the service providers haf all the infrastructure for edge.
