Budget laptop for browsing

Main purpose is to browse websites which doesn't work well on mobiles & tablets & watch videos (min 720p). Need to be lag free & responsive overall especially when opening & closing tabs.

Can consider HP 14 with R3 5300U for under 40k from amazon. Lenovo V15 w/o OS after customising is closer to 30k from Lenovo's website but slow delivery.
