Extend budget by 5k, and get tab a7

If you are comfortable with wifi, its wifi model costs 17k.

.
Although there is this tab A 8.0 but it will lag a lot, and not survive for more than 2 yrs, so better buy A7 over

For Example: If buy a non-sim tablet, when going outside, can I pair a hotspot to mobile for the internet?
Yes

Lenovo Tab M10 FHD REL Tablet (10.1-inch, 3GB, 32GB, Wi-Fi + LTE), Slate Black

Buy the WiFi only version if you want.

U mean stylus? Logitech crayon(currently unavailable) is a good choice. But first check if the display supports it.

Yes...There are more available price range of 300-600rs

Logitech crayon more expensive

You mean, have to check display support or not? before buy?

U need it for drawing or casual touch? As the ones in 300-600 are only for touch. They wont give you any good drawing/writing experience. It is basically just a conductive ball at back, whilst Apple pencil/s-pen/Logitech crayon have tiny tip like the normal ink pen. So do not get it for drawing etc.

This also good spec with stylus pen

HUAWEI MediaPad M5 lite
This looks good. But I don't know how long this will last. Check reviews as many tabs started showing problem after 1 yr of use because of component quality.

Tablet market is still small, like it used to. I doubt anything major is changing anytime soon, people have realized that tablets can't replace a Windows PC (that's why budget laptops are in high demand).

I think Samsung Tab A7 10" might be your best bet, till its successor launches later this year. Xiaomi is rumoured to launch a new tab, not sure if its budget option or if it will get released in India.

If your budget allows, take a look at the HUAWEI MatePad Pro 10.8 LTE 6/128 GB
