Would anyone recommend using a 40in 4k tv as a pc monitor?
If so, which model?

Some people say TV as a monitor is not good for your eyes. I could be wrong though.
I think its due to low PWM frequency. Many TVs have 120Hz-300Hz freq which is not considered to be good for eyes. High end monitors have much higher PWM frequency or don't use PWM to control brightness.

Something like LG 27UK650, which goes for 32.5k, has no PWM while having a 10-bit display as well which many budget 4K TVs lack (even those priced 70k or so).

For colour accuracy,IPS panel is the best option but nowadays TV market is dominated by VA panels(OLED are much better but also much costlier) which are good for movie/video watching because of their deeper contrast but not as good colour reproduction as IPS.

There's a reason why TV's are used for watching only videos, and monitors are used for, well, "PC monitors". Use case of both are very different.
Color accuracy, frequency and distance which you keep from your eyes, are all the factors you need to consider.

So, no, it's recommended to use TV as a monitor, while nobody can stop you from doing so.
