Upgrading from GTX 660 to RTX 2060 - Need CPU and Motherboard Suggestions

1. What is the purpose of the computer? What all applications and games are you going to run?
Ans: Gaming, Lightroom, Photoshop, After Effects.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 26k for the GPU and up to another 26k for the CPU and motherboard, if required.

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Win 10

5. How much hard drive space is needed?
Ans: I don't need a new hard drive.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Planning to get a BenQ Zowie XL2411P 24 inch monitor.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans:
RAM: Adata SPECTRIX D40 8GB
PSU: Cooler Master GX650

8. When are you planning to buy the system?
Ans: Early next week.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Kolkata. Yes, I'm open to buy online.

11. Anything else which you would like to say?
Ans: I have an Intel i5 7400 currently. Would it severely bottleneck the RTX 2060? If so, please suggest a CPU and motherboard. I'm inclined towards the Ryzen 5 3500. Is the 3600 worth the extra price? Also, would I need another 8GB RAM to optimize performance?

Which games and at what settings are you planning to play at? Depending on them, i5 7400 might work just fine. Also, why opt for a TN 144Hz monitor which lacks variable refresh rate?

Planning to play Red Dead Redemption 2 on high settings. So there shouldn't be any problem coupling the RTX 2060 with the i5 7400? Am open to suggestions on monitors as well.

Since you aren't into competitive games, get an IPS monitor with at least AMD freesync (g-sync runs via DP, great to have).

This has been on sale for 14k. The 27" version has a brighter, bit better panel compared to 24" one.

CPU - AMD R5 3600 - 16.5k
Mobo - Asrock B450 Pro4 - 7k or ASUS TUF B450M Pro Gaming - 8k (both needs latest BIOS to support Ryzen 3rd gen)

R5 3600 is worth the extra money for futureproofing.

Use 2x8GB RAM sticks for dual channel's advantage, 10% higher avg fps, sometimes upto 20% higher 1% low fps (less stutter).

Zotac gives a total of 5 year warranty after registering online. MDComputers is located in Kolkata, maybe visit them. They have good prices usually. They might flash the BIOS in mobo for you.

Two members recently got this mobo with manufacturing date oct 2019 & already came with ryzen 3xxx support out of the box but it doesn't hurt to confirm first from seller.

Nice but better if OP knows about the BIOS thing. India is a dumping ground for PC parts, I doubt we have R5 1600 AF in India yet, AMD not caring about India much doesn't help them either.

15-20% bottleneck with older Intel i5 (and latest GPUs). They don't cut for latest games anymore.
