Upgrading 3rd gen intel setup

My pc configuration is :
Model number and details: gigabyte h61m motherboard, intel core i3 3210 processor, asus gtx 650ti boost graphics card, tagan bz 800 watt smps,cooler master cm 690 cabinet, 2x4 gb ddr3 ram, 2x1 Tb Seagate hdd 7200rpm.

I have ordered 2nd hand core i5 3570 from flipkart. Link is given below:-

Now for gpu what would be the best possible gpu to upgrade,for 2k to 4k resolution mid to high settings gameplay?
One of my friend is selling 1080ti for 20k, shall I go for it or some mid range card 1650 super or 1660 super. How the core i5 3570 will perform with above GPU's. which gpu won't give stuttering problems? I can manage 20 fps lesser but stuttering free experience is what I'm looking for.

For constant 60 fps I think powerful cpu is required even at 1080p.
I was looking for 2k and 4k resolution because it may increase gpu load and decrease cpu bottleneck.
Also I will set 2k/4k resolution via nvidia control panel in my sony w80c 43 inch tv.

I don't think it works like that.

To play in 2k or 4k,you'll need a powerful gpu like rtx 2070/2080-for the price of this gpu, you can get a whole new system.

You can upgrade only the cpu though if you can find a 3rd gen i5/i7 for cheap, that will allow you to run most games comfortably at 1080p-pair it with an used 1060 6gb or 1650 super and you are all set!
