Right off the assembly line

I currently have a Windows XP SP3 system. I am planning to learn few tools like Adobe Photoshop CC, and few others like Technical Communication suite. Some of these applications do not work on my current configuration. Here is how it looks as of now:
I want to decide if I should upgrade this PC and make it working with Windows 8.1 and other software I plan to work or is it too old for me and I should just scrap idea of upgrade and buy a new one? If I were to buy a new one, any specific configuration I must be looking at?
1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Work with image/video editing software and also to learn tools relevant to the UI/UX Design (Adobe Photoshop CC etc). Also, Adobe FrameMaker, InDesign etc. For example, Photoshop CC recommends 8 GB RAM.
2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 20K (if upgrade) and about 35K (new PC). I will consider extending to 40K, based on the necessity.
3. Planning to overclock?
Ans: No
4. Which Operating System are you planning to use?
Ans: Windows 8.1 (Don't plan to upgrade or change it anytime soon)
5. How much hard drive space is needed?
Ans: At least 1 TB.
6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: I have a 20 inch Samsung monitor. Resolution I use is 1600*900. I don't mind using the same one.
7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Monitor, Keyboard, Mouse, CPU, LG DVD writer.
8. When are you planning to buy the system?
Ans: Within a month's time or latest by December end.
9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I will let the assembler worry about it!
10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: I live in Hyderabad and prefer to buy locally.
11. Anything else which you would like to say?
Ans: Please suggest a configuration that is as cost effective as possible.
