Suggest pc build for society office budget 20k

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: MS office,pdf reader, invoice maker, adobe indesign and printing apps.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 20k but if need it can be lifted upon 22k

3. Planning to overclock?
Ans: no

4. Which Operating System are you planning to use?
Ans: windows 7,8 ,10

5. How much hard drive space is needed?
Ans: 1tb

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: ,yes less then 1080p if it comes cheap

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: none

8. When are you planning to buy the system?
Ans: in next two weeks

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: yes twice tho but only amd side

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Mumbai, yes, not really but if its cheaper there then why not

11. Anything else which you would like to say?
Ans: i need cpu , mobo, ram, keyboard, mouse, psu, cabinet , hdd, ups (there is small powercuts around here so i don't want the user to lose data )

Are you willing to search for used parts (except HDD, PSU and UPS)? Also, including monitor would be difficult in this budget.

nope the party who is funding for this endeavor wants all part brand new , i told them it won't be possible at the budget but they insisted to make it

20k is like $300 and you can't get a good config including 1080p monitor within that budget, even in USA.
Cheapest new one is $334 which includes $60 discount via mail-in rebates. Build link:

then suggest amd build for budget 32k including cabinet ,psu and ups
i will try to convince them if not then we will look for older models from 2016-2017 to fit the original budget

Rather try approaching educational institutes who retire their PCs after certain duration. You might score a 4th gen i5 config with 8GB ram including monitor for 10-15k. Then get Corsair CX450 (if PSU is too old) and Crucial MX500 250GB as a boot drive.

A 20k phone would run better than these crap configs. I won't suggest these even in 2016.
Show them this thread. They need to understand about falling value of INR and that Indian market has never been good to buy PC components.
