You can try Micromax A116 HD [Rs.14000] if you prefer Micromax or Samsung Galaxy grand for Rs.21500 if you stretch your budget a little high

You need to be more specific with your needs here.
LG optimus L9 at 18k is the best VFM phone. Cam not very good.
Galaxy Grand if you prefer bigger screens and dual sim. Will need to increase budget.
You can also check out Xperia P, SL againif you can increase budget.
If strictly below 20k, check Samsung Galaxy S advance or HTC Desire X as well.

Look no where else, that is the best mobile you can get for the money if your budget is upto 20k.
If you can stretch a little above 20k, you could consider the Galaxy grand since it has a bigger screen(but low resolution) and better camera and dual sim
