Exclude the 60 Hz monitor, replace PSU and MSI mobo. Isn't ram overpriced?
Instead of 1TB 660p, OP should get a 512GB 660p + 1 or 2 TB hdd. I won't use 660p for long term video editing.

32" pc monitor is not possible in this budget for the mentioned usages.

A 3200Mhz CL16 would be better than that Sniper X 3600 at CL19. Not much of a noticeable performance difference though

Usually it is easier to run a higher frequency ram at lower frequency with tighter timings compared to running at same frequency with tighter timings.I think this 3600MHz cl19 ram can easily be made to run at 3400/3466Mhz with cl16/17 which would be faster than 3200 cl16 ram.Although the difference may not be noticeable but it is good to have the option.
 
Kind of low budget for 32" monitor, otherwise you will have to sacrifice a lot on other components, which isn't recommended.

You cannot generalise like that, all RAM chips differ in how much they can be overclocked.
The RAM kit in question seems okay, not too different than a 3200 CL16. I checked it can be overclocked to 3600 CL16 stably. There arent any 'bad' RAM options in this price range per se, all kits perform comparably and you cant go wrong with any.

I know but from whatever I read on reddit regarding ram overclocking this seems to be true except for some ram models.Also do note that technically ram overclocking refers to running ram at more than specified frequency but here we are talking about running it at lower than specified frequency but with tighter timings which would almost always be more probable compared to running ram at higher than specified frequency even with same/loose timings.

Even from what I saw, 3200 CL14 is the only clear winner, but its very expensive. 3200 CL16 vs 3600 CL18/19 isn't a big difference.

Even with 3200 CL14, the difference isn't night & day.

Yeah, 3200 CL14 are usually b-die samsung chips which are top of the line RAM, overclock really well, might even run at 4000 CL14 if your lucky enough. something like a gkill flare X, idk if those are available in India though

They are not. Btw even samsung has started making various tier dies(& not just b-die) & many 3600MHz & above ram contains samsung chips(but not necessarily b-die).
