people here are bored suggesting configs, but not me. i haven't suggested many configs. So let me try one for 33k, a very general one which everyone shall approve of:
AMD Athlon II X4 635 - 5k
Gigabyte GA-880GM-UD2H - 4.5k
Kingston 4GB DDR3 - 5.2k
Cooler Master Elite 310 - 1.5k
FSP Saga II 400W - 2k
HD5670 - 5k
BenQ 20" - 6k
Logitech Keyboard/mouse - .7k
AL BXR 1221 - .9k
Total - 30.8k
2200 remains for UPS about which, I have no Idea currently. (people suggest APC 650 vA, but I don't remember the price)
Prices may vary ny upto 10-15% on street markets, enquire and update here before making a final decision

So there is your full config. And no worries about heating, those are old problems nowadays. Only systems with high end graphics card need extensively planned cooling these days. For this system, just a decent cabinet with good airflow (like CM elite or Zeb Bijli) will suffice.

Not sure, maybe I went wrong there. In that case op may go for Gigabyte GA MA785GMT US2H for ~4.4k or Biostar TA785G3 HD for 4.1k.

People don't update here when they actually go out and buy. So we get out of touch with prices. WE are not shop owners that we can update prices daily. If the people who ask for suggestions would tell us what they actually bought and at what prices, it would help us give better suggestions in future. Somewhere someone wrote the price of this motherboard as 4.5k and few users got confused. I noticed piyush wrote the same thing in another thread where jaskanwar singh has suggested this UD2H for 4.5k. Anyways, 785G is also good enough

oops, seems there was a good amount of confusion with the same thing happening in 2 threads simultaneously. Anyways, it's all fine now. If 785G and 880G cost almost the same, better go with the 880G chipset board.

Phenom processors are comparatively expensive, it will overshoot your budget while not giving considerable improvement in performance. If you can spare some more, better try for HD5750 or 5770 graphics card. But for these, you might have to get better PSU
