PC Configuration Help (1.5/1.6 Lakhs INR)

Right off the assembly line
Hello Everyone,

I would like your help in building a new pc.

Questions:

What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans:
I will be using this PC for heavy-duty gaming. I would like to play the latest AAA titles like Far Cry, Assassins Creed, Red Dead Redemption, Battle Royale games like PUBG, Apex Legends and more.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans:
My budget for this PC (CPU Specifically) is around 1.5 lakhs (INR). I can push up to 1.6.

3. Planning to overclock?
Ans:
NO.

4. Which Operating System are you planning to use?
Ans:
Windows 10 all the way.

5. How much hard drive space is needed?
Ans:
Would need help in this area. A recommended build suggested 1TB.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of the monitor you have.
Ans:
The monitor is excluded from this budget. However, I want to play at 120 fps and at 1920x1080p resolution. Will really appreciate suggestions in this area.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans:
I currently do not have any existing pc parts. I will be building this PC from the ground up.

8. When are you planning to buy the system?
Ans:
Soon.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans:
I have never purchased or built a desktop before. I will be using the help of an assembler.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans:
All parts will be purchased online through the assembler.

11. Anything else which you would like to say?
Ans:

>>As I know nothing about PC parts, I am relying solely on all the advice I get online. <<

The following is the build I was recommended by the assembler:

Platform: - INTEL
CPU: - CORE i7-9700k UP TO 4.90 GHz
MOTHERBOARD - GIGABYTE - Z390 UD
GPU - RTX 2080 - GALAX EX OC 8GB
SMPS - CORSAIR - CX 750
RAM - 8x2 - CORSAIR VENG 16GB 2400
CASE - PHANTEKS - P400
CPU COOLER - CM - MASTER LIQUID ML240R

STORAGE 1 - SEAGATE - BARRACUDA 1TB
STORAGE 2 - SAMSUNG 500 GB (970 EVO) M2 NVME
WIFI CARD - NONE

Please feel free to recommend any changes or suggestions to the suggested build above.
Any help will be appreciated. Thank you!

Instead of Galaxy, go for ASUS or Zotac
You don't need 750w PSU, 550w gold rated is good enough
Go for 3000mhz memory sticks, instead of 2400mhz. Price difference isn't much.
Good quality air cooler is sufficient for your use case. No need to buy liquid cooler.

8th & 9th gen i7 run hot even at stock so a good cpu cooler(& by that I mean Buy Online Noctua NH-D15 Intel AMD Premium CPU Cooler - in India) is a must especially for a pc config in this budget. Similarly change that cabinet as it will not be enough for case cooling with its closed glass panels,go for something with front mash panel like Buy Online COOLER MASTER MASTERBOX MB511 RGB (ATX) Mid Tower Cabinet MCB-B511D-KGNN-RGB - in India Change psu to Buy Corsair VENGEANCE 750M CP-9020176-UK at Lowest Price in India - mdcomputers.in

I would suggest you wait for the pricing and reviews of Ryzen 3XXX series CPUs and Nvidia Super GPUs before making any decision. Both should be available from next month.
Also, I would like to know the price of each of the components you have shortlisted because fitting an RTX 2080 in a 1.5L budget seems difficult to me when you are building from scratch.

Instead of 500GB Samsung 970 Evo, which costs 10k, better get a 1TB SSD like Samsung Qvo. Games load much faster from a SSD & the loading time difference between a slow & fast SSD is like 2-3s, whereas as for even a slow SSD vs HDD, it can be as high as 30s+. Those budget NVMe drives are faster than fastest SATA SSDs, usually. If possible, just get SSDs & avoid HDD as your budget kind of allows it, unless you need a lot of storage right now. Maybe get just 1TB SSD for now & add another later.

(Watch after 3:30, sadly can't force it to do that)

As others suggested, wait for the launch of Ryzen 3000 series & Nvidia Super. Moreover Intel CPUs are rumored to get price cuts due to Ryzen launch, by upto 15%.
