1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans:
Building a workstation mostly for scientific computing, with a little gaming on the side. Expect to run processor heavy stuff like simulations. Want to be able to game in a Windows VM with GPU passthrough. For specifics, looking for 4k Witcher 3 to run 120fps on "high" preset.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 1500 EUR to 2000 EUR

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Linux mint, probably, with a bunch of virtual machines via qemu-kvm

5. How much hard drive space is needed?
Ans: 250GB SSD + 2TB HDD

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes. Not sure about what size would be good for a 4k monitor. 27 inch maybe?

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Building from scratch.

8. When are you planning to buy the system?
Ans: Within the next 4 months.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I will assemble myself.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Live in Germany. Open to buying from Amazon / ebay , and if anoyone knows local sources.

11. Anything else which you would like to say?
Ans:
Looking to make a team red build. AMD RyZen APU and whatever is the best graphics that can fit in budget. The processor needs to have integrated video so I can passthrough the dedicated GPU to a VM.

If u are going to be running processor heavy workloads, I think Ryzen APUs are not going to satisfy your needs. An R7 proccy would be suited to meet your performance requirements. But then again they don't have iGPU.
I believe in your case it is better to go with an Intel build.

Maybe it is possible to fit a Ryzen cpu + primary cheap GPU + passthrough high performance GPU ?

4 months from now is a long time. Better ask couple of weeks before you buy.

Don't know about German pricing, going by Indian pricing may be you can just fit the monitor in this budget. Nothing more. ;) Better relax that criteria. :)

I want to have a rough idea of what I'm looking at. I am very out of touch with the hardware scene. From the little research I have been doing on the sides, this is what I got :

Ryzen 7, 16gb ram, wd green 250gb SSD, wd blue 2tb hdd, benq 4k 144hz monitor, AMD r5 230 for host output, AMD vii for PCI passthrough, MSI motherboard, 1200 W psu Corsair, fractal cabinet, Amazonbasics keyboard and mouse, speedlink speakers.

Have you considered creating a list of components that you can get from Amazon? If possible, ask in some local shops as well so that you can compare prices.
 
Wait for Ryzen 7 3700X & new Navi GPUs to come out. R7 3700X costs $330 & Navi will be showcased on June 10 or so. You might be able to build something with those.

4K 144Hz monitors are pretty expensive. Buy 4K 60Hz or 1440p 144Hz, with latter being preferred by gamers. You

BTW Radeon VII is still inferior to RTX 2080 for gaming, not sure about the other stuffs you need.

Edit: New Navi GPUs are competing against RTX 2070 & lower, so nothing to challenge RTX 2080 or 2080Ti.

Do not buy WD green,go for atleast WD blue or better go for samsung evo ssd(or adata SX8200 NVMe ssd).

You only need a good 750W(or max 850W) psu so don't waste spending extra on 1000W+ psu.

Want to be able to game in a Windows VM with GPU passthrough.

You need to very carefully buy a motherboard which has been proven to work correctly for such a setting.

You will need two GPUs, not one. One to drive your Linux host - which could be a cheap one, and the other for the Windows VM passthrough.

yep, Ryzen 3000 will have similar prices as Ryzen 2000.

I expect them to arrive in India in the last week of July.

Convert US prices at $1 = ₹100, so Ryzen 5 3600 should launch at 20k or maybe more, considering Ryzen 5 2600X is still going for 19k, it is generally $180 here with frequent deal bringing down the price to $160. Intel priced i5 9400F pretty well, a much better value than Ryzen 5 2600X in India. R5 3600, even if priced at 20k, will be a decent choice considering it is rumored to outperform the i7 8700K.
