Old Xeon or New Ryzen or Intel for low budget gaming

Get new Ryzen instead. 1600 AF is good. You'll have issues finding compatible mobos in India and shipments from China are not going through most probably because of Coronavirus.

R5 1600 AF is basically a R5 2600 with a slight decrease in clock speed

1600AF not available in India currently & my guess is whenever it is launched here,it will be priced close to ryzen 3500 making it not such a good choice.
What's you budget,new ryzen 1600 is available for ~8.2k already while new ryzen 1200 which is a bit faster than i5 4400 is available for 5k.

Find a used R5 1600. Even a new one at 9k is a good choice in India. Try to get a used one for 5k as the new one goes for under 9k. Pair it with a used B450 mobo if you can.
Xeons were never optimized for gaming, so don't expect good fps. I can't say much w/o knowing which Xeon you are looking or if it even has some benchmarks & stuff online.

Why what's happening.. I remember few years back due to Thailand flood.. Hard Drive price almost doubled .. what's happened now..
I am planning a system for home use may attach it to 32 inch TV home is very very small so no place to have a dedicated place for desktop table..
I will have a 32 inch monitor or TV attached on wall and hook an android tv box one game console and one cpu so I can use same screen and save some money and space.
I already have big antec cabinet and few hard drives lying around..
So my main focus is on a good 600 watts PasU. Motherboard processor ram and graphic card and a SSD
I am open to used items like graphic card and PSU and can go for new motherboard processor ram
Advice some option
I don't want to spend more than 15 to 20 k only on tower

Buy an Xbox One S or PS4 for 20k & call it quits, a used Xbox One X for close to 20k is even better. Too much hunting for cheap parts if you go the PC route.

Used RX480 - 6k maybe?
Used CX550 - 3k?
El chepo or used cabinet - 1k
Used 1TB HDD - 1.5k?

Use prices of new parts as a negotiating tool.
For reference, XB One X has GPU performance similar to a RX580 budget rig. XB One or PS4's performance is inferior to GTX 1050, but better than GT 1030.
Similar to what happened to ram 1-2 years back,the production is not keeping up with demand because of mobile devices & everything else(incl latest consoles,ps5 coming with ssd) all using nand chips(used for manufacturing ssd).
