Finally, amid growing international pressure and tensions in relations with foreign heads of states' like Chancellor Angela Merkel, Obama seems to have finally tightened the leash on his spy agencies.

This is good, but the question remains:Can he?? Presidents come-and-go, but the agencies will always be there and to "protect from all threats-foreign or domestic" will continue spying on people. When Obama says he was oblivious to the extent NSA had gone to collect data, it was actually very believable. NSA-at this point- seems more of an independent entity, and the sheer rewards that come from spying on people trump any order Obama might give.
