Ans: No Gaming. Browsing, watching movie, some MS Office work

Ans: 20-22k max

Ans: No

Ans: Windows 10/7

5. How much hard drive space is needed?
Ans: 1TB

Ans: At least 18inch

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: I need to buy all except speakers

8. When are you planning to buy the system?
Ans: Within 2 weeks

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I will built it on my own.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Kolkata. I will buy locally.

PS: In case, if you decide to increase your budget to ~27k, go for these instead of the suggested ones above.

Don't even think of touching a8 9600 series apu. Get the ryzen 2200g with a decent 350 chipset board

A8/A10 are outdated & not worth buying processors unless you are getting some heavy discount on mrp.

No need to buy H110 mobo when some MSI/gigabyte B250 mobos are available for ~4k.

Just to give some perspective, so that you can make an informed decision.

By spending about 2k more for Ryzen build (than the Pentium) i.e., about 10% of your budget, what you're gonna get is ~50% more CPU performance and ~150% more GPU performance.

Not exactly true:
UserBenchmark: AMD Ryzen 3 1200 vs Intel Pentium G4560
The difference is around ~30% when considering multicore performance.50% is when you OC the processor.However Ryzen still is better option because Intel seems to be having more security flaws related to meltdown & spectre for which applying current & future patches will reduce the performance plus ryzen will be supported for at least next 2-3 years meaning more potential for & cheaper upgrades if needed.

2200G graphic performance rely heavily on ram(aka dual channel 3000mhz is recommended) & to some extent cpu performance too.If somebody is using only 1 stick of 4gb 2400mhz ram then expect graphic performance to drop considerably from usual benchmarks shown & cpu performance will suffer a bit too.In that case 2200g performance will most likely be same as 1200.

Thanks guys really appreciate your help.
This is for my friend. Though he is in tight budget anyway I will send this configure also if he can increase his budget a bit.
