New PC Configuration request under 80K

Hello friends,

Please suggest me a good configuration for new system with future proof for 3 years. Earlier I was using system for 5 years with below configuration.

CPU: i5 3570K
Motherboard: Asus P8Z77-M Pro
Ram: Corsair Vengeance 8 GB x 2
HDD: SSD - Corsair ForceGT 120GB + WD Black 1TB + Seagate 500GB
GPU: GTX 960

After 5 years, motherboard went kaput so I had to use H61 motherboard to run my old system. Now I in need of new system.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Software development (VM's, Visual Studio which will be running more than 100 projects in single solution) and Gaming

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 70-80K

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 10 Pro

5. How much hard drive space is needed?
Ans: 500 GB SSD

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes 24"

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans:
Graphic Card (GTX 960)
WD Black 1TB HDD
Mouse,
Keyboard

8. When are you planning to buy the system?
Ans: Feb

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Delhi, I will buy from Nehru Place.

11. Anything else which you would like to say?

Crucial Ballistix Tactical 16GB(8GBx2) 3000Mhz -13000,
Corsair RM650X -8600,

Instead of throwing 80k,just get a new cheap H61 board (easy to find) or used Z series board and upgrade 960 to 1060 or 1070 as you see fit.
Your system will easily last another 2-3 years this way.

I am not following AMD for past 3 years. Which is better by performance and stability between Intel and AMD?

I am giving my old system to my little brother and he will probably ask for GPU :( so need to buy new GPU too.

He will use 960. I will buy new one (regular purpose only) for me.

Could you please share configuration with Intel i7 8th generation CPU?
