Need configuration for PC to run SAS & SAP software.

My brother has been undergoing training for SAS & SAP. He wants to use certification based trail of those software on a PC.

They basically involve coding with Java and C++.

Here are the questionnaire:

PC Build Questionnaire Template

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: SAP and SAS. Involves Java and C++ coding. So he needs to use an IDE.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 25K. Max he can stretch to 28 or 30K.

3. Planning to overclock?
Ans: No.

4. Which Operating System are you planning to use?
Ans: Windows 10 or 8.1 based on SAS SAP support.

5. How much hard drive space is needed?
Ans: an SSD OF 240 GB is sufficient as he has external 2TB drives for his programs.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: No. We have a PC monitor from my system.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Keyboard, Webcam, Monitor and Mouse from my PC.

8. When are you planning to buy the system?
Ans: Immediately, Mar 31 at most.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Assembler.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Visakhapatnam. Local shops are pathetic old hardware. Amazon or Flipkart.

11. Anything else which you would like to say?
Ans: He prefers a processor that is of newer generation so that the PC can be used for at least 2 to 3 years without hassle. He doesn't play games at all but if a GPU is necessary for SAS or SAP, please suggest the same.

@Desmond David these usages mentioned here,do they need more cores(aka ryzen) or faster cores(aka intel).
What he needs is lots of RAM. 8 GB is very insufficient for software development these days since the IDEs themselves take up a huge amount. For reference, right now, I have Firefox Developer edition, Eclipse IDE, Slack and Postman opened. Firefox + Eclipse itself are consuming 5.5 GB of RAM between them.

Therefore, at least get 16 GB RAM. As for the CPU, either is a good option since both will get the job done. However, if the applications are heavily multithreaded, then I will be partial towards AMD over Intel, othewise Intel is better.

Edit:

if a GPU is necessary for SAS or SAP, please suggest the same.

GPU not required.

Guys. Just a quick doubt. No one suggested Intel. Is there any issue with Intel i7 processors or is Ryzen better than them at the moment?

Currently Intel processors are overpriced because of supply shortage & prices are not expected to go down to their usual levels for next few months.Even excluding this, ryzen processors offer more cores at cheaper price than Intel along with overclocking capability for free. Unless you are a gamer/using software that works better on Intel(e.g.many adobe products),there is no reason to go for a Intel processor nowadays.

Can you suggest one that fits well with this PSU ratings.

Yes!ups doesn't just help in saving work,it also helps by adding an extra protection from voltage spikes/fluctuations.You can go with any decent brand 600VA(or higher) ups depending on your budget,prefer a brand with good local after sales support.

Does anyone know if it is better to buy these offline. I have access to Hyderabad and Chennai.

So let me know if it would be cheaper to get these offline in stores than online. I am skeptical that IC or other parts might get damaged during transit for online orders.

In chennai you can ask at deltapage & theitdepot. However it is rare to have transit damage to almost any properly packed pc component except maybe hdd.
