Friends,I need to help my Friend for an assembled PC ,which according to his budget is Rs.25k,may be extended till Rs.28k(MAXIMUM)
An AMD APU based PC would be preferable and suitable.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: He needs to work mainly on MS office suites or Libre Office suites.Applications like excel, word are most important to him. He also prefers to watch videos. VLC,SMPlayer are his favourite.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Rs.25,000/- ~ Rs.28,000/-.

3. Planning to overclock?
Ans: No.

4. Which Operating System are you planning to use?
Ans: Windows 7.

5. How much hard drive space is needed?
Ans: 500GB.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: 20.1" with 1600x900 resolution preferable.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Printer.

8. When are you planning to buy the system?
Ans: Next few days.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Assembler.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: He stays at North 24-Parganas.But intends to buy from shops at Kolkata Chandni Chowk.

11. Anything else which you would like to say?
Ans: my Friend doesn't want to spend on SMPS(which according to me is a foolish act). He intends to have a cabinet with inbuilt SMPS(mostly crappy!!!!). Please provide the names/models of good cabinets, with inbuilt SMPS. HE DOES NOT WANT TO PLAY ANY GAMES. HE IS NOT A GAMER.

Training To Beat Goku
buy an i3 based rig. it'd be more suitable.

i3 4130 ~7k
Gigabyte GA-H 81M-S2PV - 4.2k
Corsair Value Select RAM 4GB(1600MHz) - 2.5k
Any Local Cabinet with PSU - 1.5k
WD Blue 1TB - 3.5k
ODD - 1k
Dell S2240L - 8.5k
Logitech MK200 Combo - .7k

having an inbuilt PSU week not affect much as your friend won't be using it for heavy take and the PC won't be turned on all the time, but if budget permits, get Antec BP300 ~ 2k

Thanks Friend, but won't the inbuilt PSU/SMPS be a crap for his assembled machine?

^ +1 for above mentioned config. An APU is NOT suitable for this use case as you'll not be playing games.

A very big Thanks to You harshilsharma63,for giving an assurance.
Actually my fault, being myself an AMD fan boy,I was insisting(BUT NEVER FORCING...) to go for an AMD APU based machine. In fact he might be tilted little towards Intel(as EVERYBODY says so...),but gave his full authority and CHOICE upon me for a decision.

Anyway the machine suggested by adityak469,seems to be the suitable buy for him.

> APUs are good but they'll cost 8-10k. As the PC won;t be used for gaming, it will effectively go in vain. i3 is very good CPU at it's budget. I own a 2nd gen i3 which is still rocking and running Visual Studio, VMs, Photoshop, After Effect and what not. 4th gen i3 will be even better.

> Getting a good PSU will be a good decision. Get an Antec BP300 for ~2100 or Antece VP450 for ~2800.
