Got a new RAM from Snapdeal

I put it in my laptop, and laptop wont boot
did i get a damaged RAM or is my laptop not compatible to this ram?
Its specs

My default RAM is has same specs but speed rating is higher 11-11-11-28
Is there a way to make this RAM work or is the RAM simply spoiled

OK guys, it works, i didnt fit it properly the first time around
My Windows Performance Index for RAM (Memory Operations Per Second) jumped from 5.9 to 7.2
However, i dont see any real difference. Chrome browser still takes time to load up and Windows startup speed is also the same.
According to CPU Z
DRAM Frequency 800 mhz(keeps moving up and down)
FSB DRAM 1:8
CAS CL 11.0 clocks
RAS to CAS delay 11 clocks
RAS precharge 12 clocks
Cycle Time 30 clocks
Bank Cycle Time 39 clocks
Channel # = Dual
NB frequency keeps going up and down from 1200Mhz to 1600Mhz
So is everything okay? i am new to BIOS settings and all. By the way, can i increase my gaming performance now? What do i have to do?
