I guess next time I need to get a new ISP connection I will have to ask whether Steam runs or not.

My ISP has not banned steam for now. I don't think that govt has ordered to ban it. It might be ISP's proactive response to lick govt toes or something.

I dont think its lick govt toes, it's just do any scummy practices to save on data costs.

Alliance Broadband, the first ISP where people noticed this is actually notorious for complying with government orders fast. Almost too fast at times.
