What is oem?

OEM= Original Equipment Manufacturer
special versions of windows given to companies that make/assemble branded pc's
they contain specific drivers for that specific pc and its hardware

OEM software usually work only with the hardware they were bundled with

yes it is mentioned in the CD (Version 6.0) onward nero cd have label (OEM Version)

Then Nero 6 OEM version does not allow to use full feature of Nero like (Wave Editor and likes)

Does this mean that, Nero Express that comes with a CD Writer, is too OEM version ?

YEAH ! That's the OEM version
