Ms .net unhandled exception

Hello, can someone please help me. Everytime I boot up I get an error message from microsoft .NET Framework that says....

If you click quit, the application will close immediately.

File not found.

try reinstall .NET framework n repair registry using CCleaner or Registry mechanic

Nothing wrong with the framework.. the problem is an unhandled exception in this exe
file:///C:/Dell/E-Center/EULALauncher.exe
disable this from the startup.. Type msconfig in your run and go to startup.. search for this file and disable it..
