I think that you can buy Xperia P @ 16-17k on Ebay.
I own it and have no problem abt battery as it uses Whitemagic technology which reduces the power consumption of display.

Sola seems to be cost atleast 18K, Galaxy S Advance comes for 19K, it has Soc but for 1 K more you get additional 256 MB RAM, 1.2 MP front cam and slightly bigger 4inch screen size. extra RAM can prove quite worth while when playing large games.

Except battery backup xperia p is good.. But 17k w/o warranty... If he needs warranty then sola would be a good option..
