1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Only RTS games, MS office, Share trading apps, Movies

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Max 20 k

Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 7

5. How much hard drive space is needed?
Ans: 250 GB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: I already have monitor. 23 Inch 1920 x 1080

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: I have: Monitor, Mouse, Keyboard, Speaker, UPS. Dont want: Graphics Card.

8. When are you planning to buy the system?
Ans: 1 month

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I will do it

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Only online buy

11. Anything else which you would like to say?
Ans: Mini ITX is a must. No graphics card.

You have very small budget.
ITX boards are in general more expensive and it's not widely available. Even with mATX, fitting everything you need in this budget is tough with decent quality components.
G5400 seem like sightly cheaper. But I find couple of thousands extra for 2200G is worth.

If you still push to buy in this budget, this is the best you can get for 20k
Ryzen 2200G | If 3200G is launched and priced same as 2200G when you buy, you can go for 3200G
A320 chipset board | Spend extra if possible to get B450 board.
Corsair Vengeance 8GB DDR4
Generic cabinet with PSU | Good PSU would cost about ~3.5k more, if possible get that
240GB SSD from ADATA/Kingston/WD

You mean all RYZEN 3 Generation & RYZEN 2 Generation Price will be same nearer or equal?
That's an IF statement.
They announced official pricing, right? But our retailers would sell at the same price? That's doubtful. But it will settle soon, I guess.
