Latest generation processor with integrated graphics vs 2-3 gen old processor with dedicated graphics?

Which is better if no significant difference in pricing? Does simply having a DGPU makes it better for graphic intesive apps? Any drawbacks of processor being 2 or 3 gen older?
 
If a graphically intensive app benefits from dGPU then it will. For normal usage, dGPU is not need. Recent iGPUs for few years now can handle 4K videos & multiple displays easily as well (laptops included).

My i5 12400 is 2 gen old by Intel's current nomenclature, but is still more than enough for my gaming rig.

No drawbacks as such just some latest apps might run slower. 90% of your normal tasks will run fine
