well it is possible that you can purchase a laptop without an operating system. doing so, you might have to pay less,just the OS cost maybe deduced from the total price....and later you can install an OS of ur choice....
For installation of an OS:
FIRST...CHANGE BIOS SETTINGS AND BOOT THE COMPUTER VIA CD/DVD DRIVE AND THEN INSTALL USING THE GIVEN INSTRUCTIONS...
Except dell, most other laptop vendors like hp and lenovo offer a lot of laptops only without OS... But if you choose a laptop with preinstalled OS specified, I doubt if they will reduce price and send it without OS...

its possible.. most low (entry level) laptops now a days come with "FreeDos".
You are most free to install any OS according to the hardware.
FYI, I bought Compaq Presario C783tu a year ago. it came with FreeDos.
