Lenovo IdeaPad S145 (15 inch AMD) | Best Budget Laptop | Lenovo India
These go on sale for 30k & 38k. The R3 2200U is an alternative to i3 8th gen, so R5 3500U is the best CPU+GPU combination near 35k. These Lenovo ones have a higher capacity SSD out of the box. Adding RAM is usually not a big deal, do it on your own or go to the service center with additional RAM. 8GB RAM is considered adequate these days for most people.

You can but not in the asus models I suggested but 4gb laptop ram nowadays cost just ~1600 so it should not be a deal breaker(plus using more than 4gb ram is still difficult in typical usage scenario,only thing I know that does need is heavy browsing like using chrome with dozen or so open active tabs with videos/animation etc).

You can also check lenovo models as suggested above but whichever laptop you buy,make sure that you get as much extended warranty as possible(e.g.a big plus of asus is that they offer 1 year extended warranty for just rs.99 & 2 years for just Rs.999 over & above 1 year standard warranty). Lenovo also offer extended warranty but I think the price is definitely more than asus & as per online comments if you buy directly from lenovo site(they have some good discount coupons for some models) then the offer will be directly sent to you so unlike asus one cannot know in advance exactly how much will the extended warranty offer cost.
