Is the motherboard is dead?

Hi,
I wanted help my friend regarding motherboard problem. It is not switching on. The fans (CPU/SMPS) do not run (rotate) when the power is switched on. I changed 3 SMPS to test whether the powr supply is correct or not. But with all the three SMPS (they are working with other boards) the mobo is not switching on. Do I have to assume that the mobo is dead? Please help.

Man.. sometimes you just can't turn it on if you don't know the right pins .. are you sure you know right pins to turn on ?

yes. I have tried with right pins. But no use!
