I would like to have 12 or 16 GB RAM (for Android Development, using emulators like LD Player which mostly need a processor upgrade & graphics card).

You have to change all components honestly. Everything is just too old. IMO decide on a budget fast as sale is going on.

You can just buy a laptop & be done with it, something like this at least:

You can just buy a laptop & be done with it, something like this at least:

Mm, I have the cabinet with SMPS, PS2 keyboard and mouse, it will save some amount right?
And with the current configuration, if I buy a basic monitor & upgrade Ram to 8 gb, I can use it for light tasks like browsing, ms office etc right?

Based on your usage, you won't need a High-End specs for Android Development/Emulator. 8GB RAM is sufficient but 16GB is the sweet spot.
Go with AMD build (if budget is low). But you have not mentioned your budget ?

PS2 ports are extinct, not worth buying a converter. PSU might be useful, I can't say. Which model is it?

Also, decide on a budget.

For casual users, my pick will be laptops or laptop+monitor.
