Right off the assembly line

I am noticing a rivalry problem between two dial-up software in my PC. It seems they can't co-exist. I use Reliance mobile time-based Internet connection for heavy downloads and Tata's data-based Internet connection for leisurly browsing (both are equally dead-slow and undependable). At least once in a month, Tata's Qualcomm modem is killed (disappears without a trace!) and replaced by Reliance LG modem in its place. So the connection doesn't work. Normally, when I uninstall and reinstall the entire Tata dialer, the problem is solved. However, this time, this did not work. I am not able to re-install Tata dialer program at all. I get the message: " It seems you have not restarted the computer. Please restart." Restarting again and again doesn't help. What should I do? Can any one help?
