I want to buy Skyrim and i need some help

So i have a read a lot about SKYRIM (PC) on Reddit and i feel like this game is worth all the money. But my problem is the shitty 3G internet (expensive as hell and slow as turtle, FML!).

I want to get the legendary edition in such a way that i wont have to use internet ever in future regarding the game activation/patch/updates.

SO, if i buy disks of Skyrim -

1. Will i have to use Steam?
2. Will i have to use internet in future?
3. Will it be moddable?

and where can i order Skyrim disks in lowest prise on the internet??

lol. I don't know much about game stores in Allahabad; visited only once. But if you have a friend in Kanpur or Lucknow, there are some stores I know.
Btw game is not so big , legendary edition is about 15 GB
