Which apps or tool is present which is FREE to use,without subscribing for a fee???

You can use dropbox, google drive, mega, 4shared etc. There are hundreds of such websites. You could have Googled it instead. Or is is something else you want?

Point is I want to send or rather share a 1GB file to someone as PM(Private Message) or in a Forum.

How do I do that without paying anything?

How about creating torrent for it and share the torrent file with him.

Just upload the file to dropbox and share the file. You'll get a sharing link which you can send as PM.

Dropbox will work for this. Or the alternative which is better for both parties is to break the file into many parts using 7-zip or Winrar and give him code.

Just to make this clear to OP [MENTION=73844]gameranand[/MENTION] means to split the file into multiple smaller parts using WinRAR/ 7-zip and upload the parts instead of uploading the single, large file. This will be easier to download.
