How to turn off mobile data in new phone

I have noticed in the past that mobile data is enabled by default when setting up a new android phone. Want to know how to turn it off to avoid data usage.

Set it up without sim, turn off the data after setup and then insert sim card. You can disable mobile data from quick settings or from settings > mobile data.

You can also use old non-working SIM for the setup, it can't use data
