No xbox game pass is subscription sevice. Where you pay limited amount monthly and access all the games available in game pass. Something like Netflix or Spotify. You don't own the game. You only download and play. If game pass removes the from game pass library in future, then you won't be able to play the game.
In steam you can buy game and you have digital key you play forever until steam revokes the digital license.

No you are understanding it wrong. You need to pay monthly fee. If you stop paying after that month you will lose access to game pass library.
